CHAPTER 19-26 & 19-27 RENTAL CERTIFICATIONS
Section 19-26: Certificate of Compliance with Housing Standards
(A) No person shall let or offer to let to another, a dwelling or dwelling unit unless a current certificate of compliance with housing standards has been issued by the city in the owner’s name for each dwelling or dwelling unit. (B) Every certificate of compliance shall be effective on the first day of October of every year, and be maintained by annual renewal, unless sooner revoked. (C) No certificate of compliance shall be issued unless: 1. The owner or operator has applied on an application form provided by the city. 2. The owner or operator attests that the dwelling unit meets the housing standards established by this chapter 3. Any order to repair or order revoking certificate has been satisfied by the owner or operator. 4. The owner or operator has paid the applicable fee. (D) Dwellings and dwelling units owned and operated by federal, state, county and city housing authorities shall be exempt from the payment of fees.
Section 19-27: Display; transferability; records on dwelling units; inspections; revocation
(A-1) Each certificate of compliance shall be retained on site and displayed to any persons desiring to rent a dwelling unit, or to the city.
(A-2) Every owner or operator shall keep or cause to be kept records of all requests for repair and complaints by tenants which are related to the provisions of this chapter and of all corrections made in response to such requests. Such records shall be made available to the city for inspection and copying upon request. The records shall be maintained for a period of not less than one year from the date of the correction or other disposition.
(B) Periodic inspections of dwelling offered for let to others shall be conducted by the city to ensure that such dwellings are in compliance with housing standards.
